Being the current holder of the title Kahn (meaning ruler of Outworld), it's an instant implication that Kotal should be on the same level-pegging as the bosses of games past.
Despite rectifying a few issues here and there that plagued the character in MK X and even expanding his moveset, along with his characteristics (such as the fact that he can now turn into a big cat mid-fight without any exposition), Kotal Kahn feels like a bloated mess. With too much bang and not enough buck, you just can't justify picking this particular dictatorial leader.
This is a character whose visually intimidating stature is nothing more than a ploy to get you clicking on him.
