There's many unanswered questions about The Merchant. Who is he? Where did he come from? Is he infected? Where is he getting all these rocket launchers from??
And, of course, what happened next? Did he go down when the island exploded?
Actually, The Merchant was planned to return to the series later down the line albeit in an even more joking capacity. Amongst the concept art designs for Leon's possible costumes in Resident Evil 6's Mercenaries mode, there exists a sketch of The Merchant.
Specifically, Leon carrying him like a backpack.
