2. More Diverse Random Encounters

Don't get me wrong, the random encounters and radiant quest systems in Skyrim were brilliant and incredibly enjoyable, and helped stretch out the game's replay value to all sorts of proportions. After a while, however, being accosted by a thief demanding money, a mercenary on their way to a dungeon or an overturned cart with bandits lurking in the bracken beside the road became just a little bit repetitive. I think these random encounters should be a bit more diverse in the next game, give us a bit more variety. Bethesda have a pretty good system of tracking our progress throughout the game and throwing things at us that we haven't previously encountered, such as side quests to clear an undiscovered cave. They could use this collated data to give us a break from thieves every once in a while and instead throw more assassins at us, just to keep us on our toes.
