2. Waluigi
It's 2018. Nearly two decades have passed since Luigi's doppelganger made his debut in Mario Tennis as the only individual willing to take on Mario's podgy alter-ego as a partner and yet, here we are all these years later and Waluigi's still without a game to call his own.
A standalone title he may never get, but Nintendo can at least throw him a bone by including Waluigi as a playable character in the next Smash Bros. The character's Trophy Assist in Brawl and its sequel remain memorable thanks to his exaggerated appearance and mannerisms, so just imagine the possibilities if he got a promotion.
Whatever the reasons are for his absence so far, it's certainly not due to a lack of popularity. Besides the existence of a subreddit dedicated entirely to WAHshipping the character (yes, really), modders have even gone as far as to mod him into Mario Kart 7.
Beat that, Wario.
