Suicide Squad: Kill the Justice League's opening scene depicts a brainwashed Superman murdering a civilian. Since Amanda Waller has labelled Supes as "the Alpha Target", who would be better at taking him down than the Kryptonian general himself, Zod?
Fans have been dying to play as the Man of Steel in a Rocksteady game since Batman: Arkham Asylum was released. However, it would be surprisingly limiting playing as the world's most powerful superhero since Superman cannot smash through a city or level a building without causing collateral damage. Since Zod has no qualms whatsoever with collapsing skyscrapers or wiping out innocent bystanders, playing as the maniacal alien would allow the player to cut loose in a way comic fans have never seen in a DC game.
From a plot standpoint, inducting Zod into the Squad seems sensible. The fact that he's served as a military general for decades means he would be the most qualified person to lead the team.
Considering he has a vast knowledge of Kryptonian anatomy, has fought his arch-enemy dozens of times, and knows Superman's strengths and weaknesses inside out, Zod's inclusion seems necessary for the team to accomplish their mission.
