3. I.R.S.
Given that The Million Dollar Man himself, Ted DiBiase, is confirmed for the WWE 2K14 roster, it seems a shame that his tag team partner, Irwin R. Schyster, hasn't made the cut yet, because as the team Money Inc in the early 1990s, they were a fantastic double act. Though it's fair to say that I.R.S. never worked as well on his own as DiBiase did, he was still a fine ring technician, and certainly deserved more than he ever got title-wise, winning the Tag Team Title five times though never winning a singles championship. With his hilarious gimmick - that of a tax-man - he drew instant heat upon himself, boosted by his fantastic mic skills and smart partnership with DiBiase. Though heels of this type don't really work nowadays - it would likely seem too on the nose - I.R.S. was a fantastic mid-carder and one who must be included as DLC, if not as an additional legend to begin with.
