6. Bill Clinton And Monica Lewinsky
The second biggest scandal in American history and arguably the second dumbest (see The Petticoat Affair), Bill Clinton's affair with then white house intern Monica Lewinsky is sometimes a little misunderstood.
While having sexual relations take place in the oval office was considered extremely scandalous for the 90s (people knew it happened, they just didn't say it out loud), President Clinton's subsequent impeachment had very little to do with what happened between two consenting adults. More people cared that he lied about it while testifying under oath.
Clinton's promotion from the oval office to a jail cell was barely thwarted when 55 of the 67 senators needed to remove him from office voted him guilty of perjury. Instead, he quietly completed his second term.
Rumors of Bill Clinton's many other sexual discrepancies had been mostly forgotten by the public until they were recently dug up on account of his wife's presidential campaign.
