1. Omar Al-Bashir (Sudan)
Omar Hassan Ahmad al-Bashir is the President of Sudan and the leader of the National Congress Party. He took power in 1989 as the leader of a military coup against the democratically elected administration of Sadiq al-Mahdi, whom he exiled. Though he has been elected into the office multiple times, he holds the dishonorable distinction of being the only sitting president to be indicted by the International Criminal Court (ICC).
The indictments came following a campaign of mass-killing, rape, torture, and pillaging against the civilians of Darfur, resulting in widespread genocide. Throughout the conflict in Darfur, between 200,000 and 400,000 people have been killed with much of the blame pointed directly at Bashir and his administration. Additionally, an estimated 2.5 million people have been displaced into refugee status.
In 2008, Sudan was presented with an indictment by the ICC, for genocide, crimes against humanity, and war crimes specific to the Darfur region. Sudan ignored the warrant due to their refusal to recognise the ICC as legitimate. A second warrant was delivered in 2010, which was also ignored.
Bashir's position as president is unlikely to change without him either stepping down or succumbing to the same action that resulted in his acquisition of power in the first place - a coup d'état.
