11. Personal Hell
This would be much more effective way of punishment. If you have done more bad than good, you come here, based on a scale basis. (Big bad things have a certain weight, little bad things much lighter, the same goes for good - when you die, logically, the sum totals of all your choices and deeds on earth are weighed, which determines where you end up) There is no room for appeal. If deemed, overall bad, you're subjected to your own personal hell for an eternity. It may be that which you are most scared of - snakes, like Indy, or flying, being alone, burnt alive etc. Or, more appropriately, you have to re-live your worst day/moments/choices, forever. Even the worst serial killers, not giving a damn about their victims, may have been devastated when their mother/friend died, or been horribly abused as a child, or, in jail, sad to lose their their pet cockroach or favorite, most-beloved cell-mates. True hell would to be caught in an endless cycle of pain and fear and loss. And they would deserve it since the majority of their live would have been spent being bad. Or maybe, you're trapped in a bad video game, being chased and killed, time and again, with the same awful music and annoying people...
