12. No Halloween Masks Without A Permit From The Sheriff (Walnut, California)
This law can only mean one thing. That the sheriff pushing for the law's creation was a nervous wreck, sick to the back teeth of feeling frightened and alone come October year in, year out. No one likes to be unwillingly scared, after all. If the aforementioned sheriff permitted only certain adorable masks like those belonging to the cute people who don't get the concept of Halloween and dress up as Cinderella then he could find not only peace on the last day of October, but get that warm fuzzy feeling, too. Realistically, why would you possibly need a permit for a Halloween mask? It's not inconceivable that Walnut was experiencing huge amounts of crime come Halloween every year. Or, it's possible that costume ideas had become that awful that somebody felt a need to intervene.
