Returning to Capone's philanthropism, not only did the gangster set-up soup kitchens for the unemployed - he also provided fuel to the poor, as well as donating free milk to schoolchildren throughout Chicago. The free-milk programme helped to cement his image as a "modern-day Robin Hood", and seems to have been carried out by Capone as a genuine act. Using his influence as a ganglord, Capone also insisted that shopkeepers should give food and clothing to the poor for free in order to keep the city ticking over.
