President Franklin Delano Roosevelt was in office when J Edgar Hoover's CIA finally managed to take down Al Capone, the crime lord who had somehow managed to avoid law enforcement despite everyone knowing he was in the organised crime game, including playing a part in the Valentine's Day Massacre. He was finally pinched on a tax evasion charge. A charge which meant the CIA impounding a lot of Capone's major assets, including the 1939 Lincoln V12 convertible called the Sunshine Special he used to tool around in. Rather than sitting inside a lock up, however, it was driven by FDR in the days following the Pearl Harbour attack, taking advantage of its inch-thick bulletproof glass and armour plating.
