19. Clinton Became Only The Second US President To Be Impeached When The House Voted To Serve Him With Articles In 1998
So damaging was the Lewinsky affair that it led to Clinton becoming only the second US President in history after Andrew Johnson in 1867 to be impeached. Indeed, he was the first-ever elected President to be impeached as Johnson only assumed office following Abraham Lincoln's assassination. In Clinton's case, he was subpoenaed by a prosecutor and forced to admit to the affair with Lewinsky - despite previously saying he "did not have sexual relations with that woman" - before being impeached by Congress. The charges of perjury and obstruction of justice passed the House of Representatives due to large Republican support, however The Senate later voted to acquit Clinton on both charges (55 not guilty votes to 45 guilty on perjury, with 50-50 on the obstruction of justice), as they both needed two-thirds majority for it to pass. Strangely enough, Clintons approval ratings largely held during the scandal - proving that the American public do not necessarily judge their Commander-and-Chief by whether or not he can keep his pants on.
