One major reason why Tom Brady has surpassed Joe Montana as the greatest Quarterback of all time is that Brady has had to play his whole career in the salary cap era of the NFL, which can severely handicap teams which are trying to build Super Bowl contenders. Introduced in 1994, the salary cap was used as a means to limit the amount of money that teams would spend on player wages and during Brady's time in the NFL, he has seen a lot of team mates come and go as a result of the cap. It is very difficult for any team to keep the same core group of players together for a long time under the salary cap rules, particularly if they are good and want to be paid accordingly. This means that players are often allowed to leave a team so that teams can save money, while players can chase money elsewhere in the NFL. As a result of the salary cap, each year Brady has had to get used to new team mates and new team mates used to him and it can take time to develop that chemistry with people, which makes Brady's success in this era far more impressive.
