The Alpine planet of Aldhani was a strong example of the Empire's absolute control. Far removed from the destructive might of the Death Star, or the massive Stormtrooper army, Aldhani still lost a lot of its culture and identity due to imperial occupation.

This was reflected in the reduced number of attendees during its tri-annual Eye ceremony, where the indigenous Dhani population commemorated the natural phenomenon as a religious event. While the reduced number worked in conveying the tragic cultural erosion at the hands of the Empire, it was also borne out of filming limitations in real life.

Tony Gilroy stated as such while talking to Steven Weintraub from Collider. Here, the Michael Clayton writer disclosed that pandemic-era filming restrictions led to a significant downsizing in the number of extras employed for the scene. However, this setback was worked into the story to highlight the extent to which the Dhani population was violently detached from their culture and home.
