William T. Riker is a bit of a special case when it comes to what is and isn't allowed in Starfleet. Consider: Harry Kim was given a full dressing down by his captain for daring to snog a member of an alien race. Riker swanned off to Risa, met up with a beautiful Ktarian woman, and almost delivered Starfleet to their nefarious schemes. 

Not even a slap on the wrist.

One would assume that there's at least a checklist before officers are given shore leave. Don't bring back potentially harmful alien technology would be at the top of that list, or at least somewhere around the top three? Riker, on the other hand, after losing Starfleet technology by having his combadge chucked out the window, proceeds to yell 'OKAY THEN!' when offered the eponymous game to play, settling in for an evening of endorphin-blooming and starship dooming. 

Honestly, if it weren't for Wesley and Robin Leffler, Riker's libido could have handed control of the Federation over to the Ktarians - and they don't particularly seem like the folks who are happy to live and let live.
