Billy had been with us since the beginning, a tried and true confidant and friend to President Roslin throughout all of the fleet's trials. Since his first time on Galactica, he'd been romantically involved with Anastasia 'Dee' Dualla, one of the crucial petty officers onboard the venerable warship. Dee, in turn, began to find herself drawn more to Captain Lee 'Apollo' Adama after his near-death experience.

When Billy proposes to Dee, she realises that she doesn't really love him and wants to be with Apollo instead, breaking his heart. Billy has a chance encounter with the two of them later on Cloud Nine, just before a group of terrorists take over the bar, demanding that Commander Adama turn over a Cylon prisoner. While there are various attempts to break the siege, they end in blood as Billy grabs for one of the guns.

While he's able to shoot one of the terrorists and allow the Marines to storm the bar, Billy is also shot and killed, protecting Dee. He falls to the ground, eyes fixed to her as he dies. His death was completely unexpected since he'd been a staple of the show since the beginning. President Roslin stated after his death that he was the closest to family she had.
