This show is probably the one that is the most rewatchable now that we're all adults. In fact, when you watch some of it now, you have to wonder how they were ever able to put some of this stuff on a kids show at all. Like the episode where Rocko lost his job, went to work at a phone sex line, and got a call from Mrs. Bighead? Yeah. That happened. The best episode by far is when Ralph, the estranged son of the Bigheads, hires Rocko, Filburt, and Heffer to write a show for him, hoping that it will be so terrible he'll get fired and finally be able to do some real writing. The resulting show, Wacky Delly, is so awful it's mistaken for high art and receives tremendous critical acclaim. It's a brilliant concept that exposes the artificiality of Hollywood (or Hollo-wood, as it's called on the show), but it's also low-brow enough to be hilarious for kids ("I AM THE CHEESE! I AM THE BEST CHARACTER ON THE SHOW! I AM BETTER THAN THE SALAMI AND THE BALONEY COMBINED!"). Classic.
