Jeremy Renner did not appear on Buffy. He did, however, appear as a guest star in spin-off series Angel, as Penn, a former protege of the show's titular character. That puts him squarely in the Buffy universe (or Buffyverse, if you will). You'll find that episode, Somnambulist, way back in 2000. At the time, he was a complete unknown. That makes him a Joss Whedon guy, and Joss Whedon takes care of his guys. So when Whedon took the helm of The Avengers franchise for the first two films in the series, it was no surprise when Renner was cast as Hawkeye. That said, Renner has done more that just tag along with the creative genius that is Whedon. Between working on Angel and re-teaming with Whedon, he appeared in 28 Weeks Later, and the award winning The Hurt Locker. More recently, he has also held his own in the Mission: Impossible series alongside Tom Cruise, and stepped into the Bourne franchise.
