Of course, things are more difficult than they expect and the wording has to be very clever to avoid any problems. D'Hoffryn, head of the Demon Council, and Dracula himself want to get involved and shape the world in their image.

While Dracula caused a little mischief with the new rules, D'Hoffryn used the moment to seize absolute power. When Buffy entrusted the Magic Council to help rewrite the laws, they decided that each member would be able to have a power tied to their position so that nobody would have too much. Unknown to them, D'Hoffryn created a loophole where powers could be inherited until a replacement is found. He then murdered the rest of the council and stole them all for himself.

Using this advantage, D'Hoffryn tried to kill Buffy but it didn't go as planned and the Slayer managed to take him down.
