After magic was destroyed in season eight, the gang work hard to bring it back and manage to succeed after a trip to the Deeper Well, and created a new seed to restore magic.

After a new seed is created, the pages of the Slayer handbook are turned blank and the gang realise that it's up to them to rewrite the laws of magic. Of course, things are more difficult than they expect and the wording has to be very clever to avoid any problems. With the power to shape the world in such ways though, it attracts the attention of more dangerous powers. D'Hoffryn, head of the Demon Council, and Dracula himself want to get involved and shape the world in their image.

While Dracula caused a little mischief with the new rules, D'Hoffryn used the moment to seize absolute power. When Buffy entrusted the Magic Council to help rewrite the laws, they decided that each member would be able to have a power tied to their position so that nobody would have too much. Unknown to them, D'Hoffryn created a loophole where powers could be inherited until a replacement is found. He then murdered the rest of the council and stole them all for himself.

Using this advantage, D'Hoffryn tried to kill Buffy but it didn't go as planned and the Slayer managed to take him down.
