The Federation often considers itself in a constant state of war with The Borg. Understandable, really, as the Collective has twice attempted to directly assimilate Earth and, while they might have been repelled both times, inflicted catastrophic damage along the way.

Strange then that, despite the Borg's near-limitless resources, both of these attempts have only seen a solitary Cube dispatched to do the job. After all, survivors of species who have been wiped out by them usually speak of entire fleets of ships arriving and assimilating whole systems in a matter of days.
