9. The Lucian Alliance
When the Goa'uld Empire was finally dismantled, and its System Lords were destroyed, a massive power vacuum existed in the Milky Way Galaxy. Several groups attempted to take advantage of the opportunity. The one that managed to establish the most power and authority called itself the Lucian Alliance.
The Alliance was, as Doctor Nicholas Rush described, "They're a human coalition made up of various Milky Way planets formed in the power vacuum left behind by the Goa'uld. They're criminals, mostly... Street gangs with spaceships." Taking control of the void left by the Goa'uld somewhat required a heightened degree of violence, and the Lucian Alliance had no problem embracing such tactics.
Members of the Lucian Alliance began subjugating former Goa'uld-controlled worlds by establishing various protection schemes, control over planetary resources (especially food), and other gangster-like schemes. Its members had in their possession numerous Ha-tak, Al'kesh, and Tel'taks Goa'uld vessels, comprising a sizeable military fleet of warships.
The Lucian Alliance leadership was structured somewhat like a Mafia family, which consisted of a primary leader who commands an Advisory Council of Seconds. At its height in power, the Lucian Alliance was led by Natan, a ruthless and violent man responsible for untold horrors and death across the galaxy.
