Davros is one of the Doctor's greatest enemies, as he is the creator of the Daleks. He was once the head of the Kaled Scientific Elite on Skaro, but his attempts to bring the war to a conclusion resulted in the Daleks' creation.

Davros himself isn't a Dalek; rather, he's a Kaled, which is the progenitor race that mutated into the Daleks that reside within their tanks. Long before he became the creator, Davros was a child who lived a life surrounded by war. He grew up in conflict, and with it came a sad and destructive upbringing.

The Daleks don't see Davros as one of their own, but because he created them, he holds a place of distinction among the species. They have hunted, denigrated, and revered Davros at various times, which has led to a life of constantly being on the run, being used, or being hated.

He and the Doctor have a contemptuous relationship, though they have, on occasions, referred to one another as friends. Moreso, they are enemies, and the Doctor once described Davros as "an insane, paranoid genius who has survived amongst several billion trigger-happy mini-tanks for centuries."
