7. Ragyo Kiryuin (Kill La Kill)
It's pretty hard to be a badder bitch than Ragyo Kiryuin. Sure one entry later finds a way somehow, but we'll get into that when we get to her, but needless to say, she had to go pretty far to match the unbridled monster in human skin that is the Kiryuin family matriarch.
It would be easier to list ways in which Ragyo DOESN'T toy with the lives of the innocent, because then I could just stay silent. From putting a hit out on main heroine Ryuko's father, to forcing everyone under her power into a totalitarian military state, to straight up sexually abusing her own child, Ragyo comes in rather late to the story, but right out of the gate does everything in her power to make you hate her with every fiber of your being.
Ragyo is not a complex character, and she doesn't need to be. This bitch is a force of nature, and loving every second of every evil act she commits. Hail to the queen, baby.
