The horrors of licensing hell have prevented Namor the Submariner from appearing in the MCU so far. It's complicated to say the least.

For those who don't know, Namor is a powerful anti-hero who fought alongside Captain America in World War II. He is the child of a human and an Atlantean, which gave him incredible powers. Some people say he is actually Marvel's first mutant because of this. His story has been entangled with many other key Marvel players, including Captain America, Hulk, Black Panther and the Fantastic Four.

Universal held the film rights to Namor for many years, though Marvel claimed to have gotten them back in 2014. But the remaining issue seems to be the distribution rights, which Universal still has. The complicated status of these rights is what has kept the Avenging Son of Atlantis from appearing in the MCU to date.

There has been talk of progress and that Namor may in fact be the villain of Black Panther 2. This could play out a relatively recent comic book story where Atlantis and Wakanda went to war. But all things considered, a Disney+ series exploring Namor's history and his place in the MCU would be incredibly interesting.
