4. The Governor
Possibly the most psychotic character in the show, David Morrissey's portrayal of the Governor was a true testament to his acting talent.
Appearing as a friendly face to the injured Andrea and Michonne, and eventually developing a relationship with the former, he welcomed them into his community of Woodbury, where we also discovered that he actually rescued Merle Dixon.
However, his darker side becomes quickly apparent, after he slaughters national guards to take their weapons, and storing one of their heads in a fish tank in his office, alongside multiple others he had collected. Certainly a gruesome gallery to stare at.
He gained his trademark eyepatch after Michonne stabbed him in the eye with a shard of glass after she killed his zombified daughter. Since then, he went on the warpath to exterminate Rick's group.
After Merle's betrayal, he bit off his fingers, then killed him, letting him turn into a walker, and even after a failed invasion of the prison, he slaughters his own army and leaves with Martinez and Shumpert.
By far the most brutal atrocity committed by the Governor was Hershel's decapitation, as it was Rick's final shot to bring peace between the two leaders, and this onslaught at the prison ultimately caused everyone to flee, leading them on the ill-fated trip to Terminus.
