10. Guinan

Knowing a lot of engineering schematics or military tactics only covers part of the intellectual spectrum and if you were to consider the most emotionally intelligent characters in the Star Trek universe, one character beyond all would win: Guinan.

She's presented as even more clued-up in this respect than Counselor Troi, who has more moments of passion and fallibility and it comes down to the fact that she's wise with experience and vast age.

Guinan is the archetypal supportive bar-tender, in a pleasing little turn, but there's way more value to her wisdom than her Enterprise role suggests and there's good reason that Picard counts her as one of his most trusted advisors in times of great unrest or danger. Her placement in the ship's real hub also means she's probably one of the most influential figures there too when you think about it.
