7. Gul Evek
The Cardassians are about as arrogant, aggressive and duplicitous a species are you're going to find in the world of Star Trek. As the Klingons would say, they are without honor. Over their 60 year occupation of Bajor, the Cardassians inflicted inumerable horrors on the people they oppressed. The ultimate comeuppance for their crimes was the destruction of their homeworld at the end of the Dominion War.
Gul Evek is one of the most prominent, and relatively reasonable, Cardassians to appear in any Star Trek series. Though he argued with with Picard about the Maquis, he also worked with him to prevent all out war between the Cardassians and the Federation. On Deep Space Nine, he popped up in relation to the Maquis, again, though he did try to frame Miles O'Brien as a member of their terrorist group to discredit the Federation.
Sadly, he is still one of the most reasonable Cardassians around.
Evek's appearance on Voyager might be his most important one. In the first episode, Evek chases a Maquis raider called the Val Jean into the Badlands. When his ship was damaged and he could not continue the pursuit, Evek ordered the coordinates be sent to Starfleet so they could continue chasing them down. This led to the USS Voyager entering the Badlands, resulting in both it and the Val Jean being transported to the Delta Quadrant.
