10. Balon Greyjoy

On the surface, Balon Greyjoy appears to be one of the only kings who's reign isn't a total farce. He's in command of the Iron Islands and rules with a certain level of authority there. That's all well and good, but the amount of mistakes his people have made along the way is ridiculous. His initial rebellion to break away from the Seven Kingdoms was fruitless and entirely pointless. The Greyjoy's fleet of upstarts were quickly halted as the Lannisters, Starks, and Baratheons of all kinds came together to put the Ironborn back in their place. Since then, the Iron Islands have been a grim shell of a civilisation. Balon had the chance to smash the vulnerable, rich, wicked Lannisters alongside the Starks, but instead decided that plundering a few Northern cities (including Winterfell) that they could not hold would be time well spent.
