2. Citadel
The Citadel is like if Red Notice was made into a TV show. Not only is it almost hilariously ugly, despite costing a whopping $300 million to make, but its story is so dull it's a wonder it was greenlit at all.
Starring a typically wooden Richard Madden as a spy with memory loss, the Russo Brothers-produced thriller series is essentially an exercise in cliché, with no style or narrative invention to speak of. There may be a good story in here somewhere, but it's submerged by its own lofty intentions and tacky action.
Reportedly, the series' budget was so high because it went through some extensive re-shoots, making you wonder what they threw away. You've seen The Citadel a million times before, but never this poorly conceived. It's honestly almost sad to watch a show so creatively drab.
