If there's a real antagonist of Season 1 it's Bryce Walker, the jock who rapes both Hannah and Jessica and thinks himself untouchable. That's largely true in Season 1, because everyone protects him rather than turning him over to the authorities.

However, that should begin to change in Season 2. More and more people are going to be aware of his crimes, Clay has a confession (of sorts), and it seems like Jessica is going to tell her father about what happened. Hopefully that'll result in justice being served, and it is something showrunner Brian Yorkey has said will be addressed, telling EW:

"When people intimate that Jessica’s story is done, I find that a horrific thought because Jessica is just beginning the process of recovering from her rape, and we have a rapist who has not in any way been brought to justice. To leave those two things hanging out there in the world would be upsetting. I want to see how that at least starts to play out..."
