15 Most Monstrous Villains In Television

11. The Governor (The Walking Dead)

Ramsay Bolton Game of Thrones
AMC

To the citizens of Woodbury, Philip ‘The Governor’ Blake is the man who keeps them safe; the altruistic, honourable leader who keeps the walls guarded and the streets clear of ‘biters’.

Dramatic irony being what it is, however, the television audience is well aware that the Governor has a significant screw loose - he keeps the heads of his enemies, human and walker, in fish tanks in his offices, as well as the undead remains of his young daughter chained in a closet.

Volatile and brutally violent, Blake hides his true nature beneath a smooth-talking, noble facade, manipulating the residents of Woodbury, Andrea, even Merle into doing exactly what he wants, until everyone at home is on the edge of their seats, literally yelling at the TV Jesus can you not see that the man’s a pitiless brainwrong get out get out GET OUT OF THERE and really worrying the cat.

And then there's what happens to poor, sweet old Hershel, and the Governor’s massacre of his own people in a fit of rage. To the very end, the Governor is unrepentant; a thug and a murderer wearing the skin of a righteous man.
