3. Arleen Sorkin: Harley Quinn

This might be classed as cheating, seeing as how Paul Dini created the part of Harley Quinn for Arleen Sorkin, but still, there's no better Harley than Arleen - that much is for certain.

It really is amazing to consider just how massive the character is these days, and, while there have been a few other actors to have taken on the role in animation, none of them come close to Sorkin. Kicking off things in Batman: The Animated Series, Sorkin went on to reprise the role in a myriad of films, TV shows and video games, although she retired from the part in 2011.

She's definitely been missed however, as even though other voice actors that have taken on the role have turned in admirable performances, none have quite matched the charm that Sorkin managed to convey.

It's very rare that a character who gets introduced outside of the medium ends up making such an impact in it, but Harley is the exception in this instance. Without Sorkin's involvement, the likelihood of the character possessing the same cultural capital today is very, very unlikely.
