13. Harley Quinn (Arrow)

Back in the superb Arrow Season 2 episode Suicide Squad, there was one key member of the team missing: Harley Quinn. Although not part of Task Force X within the episode, there was a brief, extremely exciting glimpse of her, left alone in her cell as the other villains got to go out and play. All we had to go on was a high-pitched, childlike voice and blonde hair, but make no mistake, this was Harley Quinn. That wasn't the end of it though, as in Season 3's Suicide Squad episode, she was alluded to by Oliver, as he speaks about the team's previous unhinged member, while Cupid serves as a Harley stand-in.

The best Harley moment on Arrow, though, never actually made it to screen. It was a deleted scene, in which she begs Diggle to let her out because she wants to play, and then she calls him 'Chocolate Puddin', which is all kinds of weird and awesome. The 'Deranged Squad Female' is played by Tara Strong, who has previous in Batman, including the Arkham games where she voiced... yep, Harley Quinn.
