2. Prometheus
...at least, until season five brought us Prometheus.
Arrow soared back to its former heights with season five, in no small part due to the story created for primary antagonist Simon Morrison, aka Adrian Chase, aka the Throwing Star Killer, aka Prometheus.
Morrison’s father had been one of Oliver Queen’s initial victims; by all accounts a psychopath in the making anyway, Morrison became obsessed with revenge, intending to force Oliver to confront the serial killer in himself.
The amazing Josh Segarra, a veteran of the stage, played the villain with an intense, almost religious mania. All the best villains are convinced they’re right, but Prometheus’ belief reached the point of zealotry.
Mimicking Oliver’s training, costume and early kills and posing as Star City’s district attorney, Prometheus framed Quentin Lance for his own murders, tricked the Green Arrow into killing a police officer and then leaked the resulting cover-up so that Oliver (the mayor at the time) had to publically disown his own alter ego to avoid impeachment.
He convinced Artemis and Black Siren to infiltrate and betray Team Arrow, stabbed his own wife to stop her being used against him and physically and mentally tortured a captive Oliver for a week. Even in death he had the last laugh.
Always ten steps ahead, Prometheus was smarter, more ruthless and more dangerous than any foe Oliver had ever faced.
