Unlike other superheroes in the comics, Barry Allen was never about muscles. He wasn't a well-built assassin or an imposing alien, he was just a normal guy that happened to obtain super-speed. Thus, he relied on his mind and his new ability to get the job done.
Barry was always a brains over brawn kind of guy, and that comes across perfectly in the TV series, highlighting that Gustin was always the right actor to bring him to life. While he is undoubtedly in great shape, he's not bulging with muscles and instead has a lean body (like a runner) that ultimately benefits a speedster like Barry.
