The White Walkers are now the biggest threat on the show, but back in the early days they were on;y spoken of in whispers, with most people in Westeros thinking them the stuff of legends. We viewers, of course, knew the truth, because they appeared in the very first scene of the show. Their appearance has changed over the years, but there was also a key difference in the original pilot too.

Then, the White Walkers spoke, with the scene described as follows:

"The crackling is coming from muliple sources now. These are not the noises of mindless predators. This is a language, and whatever is speaking it is getting closer."

The show's language creator, David Peterson, actually came up with a language for the White Walkers - named Skroth - that was supposed to resemble cracking ice, much like it does in the books. Ultimately, despite a couple of attempts (they later tried in Season 2), they just couldn't get it right, and the White Walkers instead remained silent. Given they're the biggest threat in the whole show, that silence only adds to the mystery around them, and is definitely better for being a villain than having the noise not come off right.
