6. The Penguin
Gotham has so far been very hit and miss, particularly when it comes to the portrayal of some of Batman's most iconic villains. One of the biggest issues is that some have just been introduced far too soon, and that's definitely the case with Robin Lord Taylor's take on Oswald Cobblepot. Forcing the "Penguin" nickname from day one thanks to a ridiculous limp which has never gone away, his rise up the ranks has been ridiculous. He's gone from carrying a gangster's umbrella (geddit?) to pretty much taking over Gotham City, and while things aren't going to well for him right now, this is a story arc which should have played out over several seasons, not just the first. As entertaining as Taylor often is, his hammy performance also doesn't really help matters, and it's fair to say that The Penguin's origin is shaping up to be the worst part of this prequel.
