4. Bad Cops, Bad Cops

Most lists of the greatest supporting characters in The Simpsons would include Chief Wiggum, and while the character took Matt Groening's mother's maiden name, it was actually Simon who created his iconic pig-like design. The grossly incompetent police chief is easily one of the funniest characters in Springfield, buoyed by a ridiculous backstory that has seen him rise to high office despite being entirely unsuited to it. He could well have been just a comic figure - grotesque and stupid - but in his tender relationship with Ralph, he has depth that most clowns don't have. Simon was also responsible for adding Lou and Eddie; stooges to the chief, though never quite as incompetent, and the subjects of the greatest ever Simpsons movie reference in their redo of the Pulp Fiction "royale with cheese" skit.
