A controversial choice no doubt, especially given the fact that Maggy predicted her death at the hands of the Valongar, and indeed the simple fact that Cersei probably deserves to die more than most (particularly in Tyrion's eyes), but Martin's twisted sense of justice would be better served by her survival. Arya might also want to kill her, but it might even fall to Tyrion to convince the young Stark girl to stay her hand. Why She'll Survive The other part of Cersei's prophecy - that a younger replacement will take everything from her - is the more important part, as it inspires the idea that Cersei's worst nightmare is to see her power (or more importantly her family's legitimate power) slip away from her. There's nothing worse to her, and seeing Tyrion help Daenerys onto the Iron Throne as well as seeing Jaime slain would be a far more fitting punishment than the quick release of death. Could she be the only character to actually lose the game of thrones and stay alive? It seems not only likely but also entirely just.
