We've seen Oliver progress from the Hood to the Arrow, and this season were going to see him take his evolution one step further. Speaking to TV Line, he confirmed that Arrow as we know it is no more:
Roy sacrificed himself... as the Arrow. So if I were to recreate the suit and go out it would undo all the sacrifice that he made. So the Arrow persona, for better or for worse, it can't exist anymore.
He later added to E! Online that Arrow is done. No more Arrow suit. I've worn the Arrow suit for the last time. That pretty conclusive then, with just the small problem being the show is called Arrow, it cant exactly work without him. When asked if adding Green to the characters name would solve the issue, Amell said: Well see. The Green Arrow is much more light-hearted and funnier version of the character, so that would certainly be in keeping with the desire to aim for a lighter tone for the next season. With Amell having done three seasons of playing a pretty sombre character, itd be good to see him playing someone who is happy and able to cut loose and have a lot of fun with the role. It might take him a little while for him to get there, perhaps just being Oliver Queen for a bit, but its safe to say we will see him donning the Green Arrow costume at some point in season 4, perhaps arriving there by the mid-season finale.
