This episode was a unique venture for the show.

A courtroom drama, mostly devoid of the show's typical status quo. An episode based around multiple character studies, with a targeted Oliver at its centre. This could've been something special, but the writers simply didn't know how to resolve this story without resorting to lazy choices.

This episode has its fair share of engaging moments. Laurel's time on the stand, and Wild Dogs emotional scene with Ricardo threatening his daughter. It's not hard to see why this one is so heavily favoured by fans. However, the resolution of the episode is at first completely ludicrous, and when all is truly revealed, feels very tired. Oliver's dead best friend, Tommy, bursts through the roof window, and declares himself as the Green Arrow. After this nonsense takes place, 'Tommy' is revealed to be a friend of Oliver's who can become anyone he chooses. It's very contrived and feels completely unearned, as this character was last seen at the beginning of the last season.

This episode would be higher due to its poor ending, but there are enough solid moments to keep it near the bottom.
