1. Josh Pence
Pence is the least likely candidate. Compared to the others on this list, he's an unknown. And at only 31, his youth would have to be explained (hello Mirakuru/Lazarus Pit). But he does have one huge plus; he's played Ra's al Ghul on film before. Pence played the character in the flashback scene in the Dark Knight Rises. Arrow's producers have already shown a penchant for casting actors from the Nolan movies. Chin Ha appeared last season in a similar role to the one he played in the Dark Knight. And Michael Jai White played Gambol in the same movie before playing Bronze Tiger in Arrow. Pence would be an equal to Stephen Amell, being the same age. So he would need serious acting chops to play an immortal genius, something he hasn't had a chance to display in his small movie roles so far. Pence may be better suited for a role like Nightwing or Ted Kord. Who would be your preference to play Ra's al-Ghul? Who else could nail the part?
