14. John Diggle
John Diggle began his journey on Arrow as Oliver Queen's faithful bodyguard who, upon learning his secret, quickly became an ally in the fight against the crime of Starling City. And to this day, their bond remains one of the show's strongest aspects.
Aside from Oliver, Diggle has also enjoyed a number of strong storylines as he's fallen for Lyla, teamed with A.R.G.U.S. and even became one of the show's most valuable heroes as Spartan.
Unfortunately, he hasn't done anything of significance in a very long time. Yes, it hurts to admit it, but (aside from being a not-so-subtle tool for exposition) all he does is make the exact same mistakes over and over again, as the writers recycle previous material in a bid to keep him relevant. But the painful truth is that Diggle just hasn't been relevant in years.
A loyal and treasured member of Team Arrow and one of the show's longest-standing characters, but unless the writers can offer up anything new and interesting for him in the final season, he's nothing more than a relic kept around out of respect.
