12. Adrian Chase
The fact that viewers were unable to tell whether Adrian Chase was a friend or foe to Oliver Queen was a testament to both the strength of the writing and to Josh Segarra's incredible performance.
As the D.A., Chase was an efficient ally who successfully managed to help Oliver out of some genuinely troublesome situations, but as Prometheus, he was something else entirely.
A scorned child of one of Oliver's first post-island victims, he intricately plotted his downfall by hiding in plain sight - befriending him, learning about him and ultimately getting close enough to betray him when he least expected it. This revenge-driven scheme worked (almost to perfection), and it's no surprise, really, given that it was a masterclass in how to be the perfect archenemy.
One of the Arrowverse's greatest villains, Prometheus was one of the few characters that was even more interesting when he wasn't wearing his costume. That being said, when he put it on, he was nothing short of terrifying.
