3. What's Ruvé's Next Move?

It's a shame that we haven't had a chance to see the Darhks together on screen too much, because Ruvé is proving herself every bit as manipulative and malevolent as her husband (or maybe it's for the best, because I'm not sure us viewers are ready to handle a lot of Neal McDonough and Janet Kidder together, given they're both so capable of portraying their wickedness without having to utter a single word).

Ruvé makes some big strides in trying to take down the vigilantes this week, starting with the Black Canary. While that plan is ultimately foiled by Oliver, she still has the anti-vigilante task force in place. With control of the city in her grasp, just what will she do next to makes things worse for Team Arrow and the people of Star City?
