3. Is Oliver's Mayoral Campaign Really Done?

As a condition for getting William back safely, Oliver has to give up his campaign to be Mayor of Star City, and furthermore throw his full weight behind Ruvé Adams, aka Darhk's wife. He does that, on TV no less, and the campaign office is packed-up, there's a goodbye handshake with Alex, and that's that. Or is it? Now that William is safe, and Darhk's lost his powers and been defeated (for now at least), the coast should be clear for Oliver to reverse his decision and restart his campaign. In fact, he kind of has to, because the alternative is allowing a psychopath's equally deranged spouse to hold office in his home city, and with nothing being held over his head, surely he won't allow that to happen? Plus it gives them a reason to bring back Alex, because he's a great character everyone cares about, right?
