Portrayed by Joe Dinicol (Blindspot), Rory Regan will arrive in Star City hoping to find answers after a personal tragedy, which will lead to him to crossing paths with the Green Arrow.

While the comics version of Ragman has magical and mystical powers, they're likely to be ignored for the show since it's moving away from that side of things in Season 5, but it will keep him being a Jewish character, and is said to be very spiritual.
