Not seen since Season 3, Digger Harkness, aka Captain Boomerang, returned in the season finale for, er, reasons. There wasn't much of an obvious link with him the way there was Slade, Malcolm, or Nyssa (apart from the fact he was already on Lian Yu), his betrayal was rather obvious, and for the most part he was just kinda there.

He didn't serve too much purpose, and maybe the show are just choosing this opportunity to get rid of a loose end. Captain Boomerang is a part of the DCEU, which has been mixed on sharing characters with the Arrowverse, so this is way to give some finality to the character on the show. He was next to Merlyn when the mine went off, and that was probably the end of him.
