Thea hung up the bow and gave up on the crimefighting business for most of this year, focusing less on being Speedy and more on being Oliver's Chief of Staff.

It worked well for the show and the character, since Team Arrow is already very crowded, giving Thea more time to shine elsewhere and showcase how great a part of the series her relationship with Oliver is.

The Season 5 finale had the chance to kill Thea off, as she stood on a landmine. Instead Malcolm Merlyn took her place, which not only gave her a reprieve from death, but gave her an emotional conclusion to her own parental drama. Now Oliver really is the only family she has left, and Stephen Amell has said the theme of Season 6 will be 'family'. It'd be very odd if Thea wasn't there for that.
